I now have 44 650b on the bike. According to my calc on diameter 50mm tire can fit with 650B or even a large 3 inches may fit (not sure about the side) for 26er.
On my old rim brake Paratrooper the same above 650b fits too. The V-brake would be at the top of the adjustment, though.
The weight on my Navigator with old adjustable Octagon stem + steel fork with an aluminum dropbar is about 12.5kg.
